no agreed, its not totally up to them. However I suspect if they don't want it to happen they could make it quite difficult. Remember a few years back teams like Mansfield occasionally turning up in the south section of the football league trophy to balance up the numbers, which gives an idea of the balance of north/south in the footy league. Mansfield is proper northern.
