Draw was based on rankings in July 2015 so whilst that draw would have had a major effect, they didn't help themselves by having a poor world cup as well as draws against Armenia and Luxembourg. Beating the likes of Highmoor and Flackwell are a real marker for Windsor. . Highmoor are a pretty poor outfit this year (not helped by rarely keeping 11 on the pitch and dealing with related suspensions) so no great indicator of Windsor being on the up. I'm still not 100% convinced by Dier to be honest, but that would be one way to build a midfield base with a bit more understanding (not that they'll ever play that frequently together for Tottenham though).
