Penalty: Never deliberate. Unsighted, Arm position natural.

When you see it from behind he had already dived before the contact. Literally both feet had left the ground before any contact.

I don't think you can VAR as a clear and obvious error if there's contact, unless that contact is the player literally reaching out to tap as they go down.
