Just to put things in perspective. I’m 52 in my life.
Brazil 3 world cups 1 final
Argentina 2 world cups 2 finals
France 2 world cups 1 final 2 European titles
Germany 3 would cups 3 finals 2 European titles
Italy 2 world cups 1 final
Spain 1 World Cup 2 European titles
Holland 3 World Cup finals 1 European title
Portugal 1 European title
Denmark 1 European title
Greece 1 European title

England the richest football association in the world, the country that invented the game. The highest paid international manager. The richest top division in the world. Sweet FA

And a good part of the problem is that top division.

I'm not saying it doesn't play a part from the top division (as it is now, with it's ridiculous revenues and multi-national squads) wasn't around during the 70s, 80s and 90s when we failed to qualify and failed to progress far enough tournament after tournament.

I'd say our record in the Premier League era is better than it was post-Ramsey but pre-Premiership.

A much bigger problem is the way we, as a footballing nation, react to a bit of potential or a bit of a mistake/set back.

The only dead period in that "70s, 80s and 90s" was the 1970s when you *could* argue that the English league was the best in the world, based on European success.

1970s - failed to qualify for anything (1972 might count, but then you'd have to count Wales in 1976 and would you want that? Would you?)
1980s - they only failed to qualify for 1984, due to a massively under-ranked Denmark side.
1990s - only 1994, which makes it about the same as 2000s with 2008.

The problem, as it is, remains one of coaching, tactics (both team and individual) and appropriate, intelligent preparation. The big improvements under Southgate this summer were all in those fields.

not sure if it's been said already, but Alli and Kane, both great players, looked out of condition, at least after the (two) Group games they played.

Tbf, to look out of sorts is sort of excusable if you've also won the Golden Boot, but we needed a captain's display against Croatia and it did not materialise.
