In Chelsea's case they're all scum like Pompey, so I doubt they'd give two shits. City still had to work for it IMO. They spent a lot without success to start with, and they're historically a bigger fish than Chelsea too. I suspect you'll find a few who wish they could have done it without 'buying'...
