The discussion at the time was regarding net spend since 2001 but with particular focus on the last 5 years. Even the window where they spent £90m, they made in excess of £110m in sales. You might not remember it.

5 years is an arbitrary window yes, but at least it's pretty relevant to the building of the current squads for each team.

You could perhaps stretch it to 10 years to cater for some of the more long term purchases but I've no idea how that would impact the results.
