Not sure how that would be justified, but natural justice says that it ought to.
They just want to put the past completely behind them and start with their club now - being penalised for what happened in the past when owned by others doesn't really help anyone.
The Sporting Sanctions of points deductions were brought in as a "deterrent" - the number of times they've been applied shows just how utterly crap a deterrent they are.
