Anyway, I'm not sure where you get the idea that nobody can make their mind up about whether he was offside or not.
This shows it pretty clearly.

For my money I think it's possibly too close to call (although not a close as I was remembering it) and be confident of being correct and so the lino possibly should've given the benefit of the doubt to the attacking team. As I've said above though, he obviously didn't have a doubt in his mind and so flagged.
He's been proved right too so should probably be applauded for such a good spot.
That's just after Willian had played the ball - so a split second earlier he was onside. You can see the ball has been passed already.
Off or on, it's so close that you can't blame the official for calling it either way, right or wrong. At full speed he sees it in an instant and makes his judgement call. He called it because he felt sure in that instant.
Chelsea should be good enough not to have to rely on a human making a single borderline decision in their favour to avoid losing a game. They aren't. They're thoroughly mediocre and deserve to be exactly where they are because of it. And it's delightful because of the continuing utter classlessness of the club, players, managers and fans.
