The two situations are the same though.
The issue is how that affects a player and development compensation.
A player can walk away whether he is offered a new deal or not, but when does compensation kick in ? That is nothing to do with Bosman.
They're not the same:
A
Chelsea offer Swift a new contract on the same or better money.....
Reading offer Swift a new contract....
Player chooses to join Reading
Chelsea will be entitled to compo

B
Chelsea decide not to offer Swift a new contract, thus making him a free agent
Reading then sign the player as a free agent
No compo is given to Chelsea
I have found two Chelsea reports which clearly state that Swift was definitely offered a new contract at the end of last season and so if he signs for us I would expect that we will have to pay substantial compensation to Chelsea.

The Academy stuff set fixed prices for compo based on investment, iirc none of the costs were much higher than a few hundred k.

That's only for players up to the age of 16.

You'll recall the substantial fee Liverpool paid for "free transfer" Danny Ings.

Whoever signs him will have to pay the "market rate", so expect the same sort of fee as we paid for George Evans.

Did we pay a compensation fee for Evans. At the time it was reported as a free transfer. If so do you know how much we paid?

As far as I can remember, Evans was a free transfer with various add ons.

this to the max. I seemed to remember City allowed us to pay no upfront transfer fee in exchange for some hefty adds and a high sell on clause.

Nothing to do with him signing it, if he signed he would still be a Chelsea player right now. If they offered equal or better terms, we'll either have to agree compensation with Chelsea or it will go to a tribunal.

If that's authentic, I think it's an absolutely solid signing, decent season with Swindon in League One was followed up by an even better season for Brentford last season, by all standards 7 goals and 4 assists is a solid return for a young winger. Also good to see the club bringing in young talent with good potential on the cheap, of course it promotes as more as a buy > develop > sell club but I think that's natural progression for a club that can't throw cash at their problems.

Brentford season ticket holder tells me that Swift looks like he has the talent to be very decent but is extremely lazy and they ended up with the fans on his back a lot as he appeared to regularly not put the effort in required and was the first who's head dropped when things were not going well.

with the correct motivation he could be really decent
