Probably. But they are also the only club that could genuinely still challenge despite 'a few key injuries'. Take out Van Dijk, Salah and Mane, and Liverpool are oxf*rd. With Gomes, Oxlade-Chamberlain, Brewster and Lallana all being available when hardly available last season I think the squad is slightly stronger.
A bit premature IMHO to give City the title already after beating West Ham and drawing with Liverpool in the Charity Shield.
